How do dogs convince governments to change the law?

... but it's also the basis for a new campaign for Mattie's Place, a Toronto animal rescue service.
Every so often you come across an idea that makes you think, "How did nobody ever think of that before?"
I'd put having dogs sign a "pet-tition" to change the law so that they're no longer considered "property" into that category.
